The requirement to keep a construction diary is specified in Act No.183/2006 Coll., The Building Act and in Decree 499/2006 Coll. About Construction Documentation.
In the case of a “self-help” construction project, the builder himself is required to keep the diary.
Current legislation enables the usage and management of an electronic construction diary. Annex No.5 to Decree No.499/2006 states in paragraph C: the construction diary can be kept in electronic form provided that all parties are owners of the electronic signature, in point 3.
All inspections, construction supervision and changes compared to the project documentation are recorded in the diary. It then gets handed over to the building authority, and can also be used in legal disputes between the contractor and the builder. A detailed construction diary will help clarify any defects and problems from both a technical and legal perspective.
According to the law, the diary must be accessible at all times to authorized personnel during work at the construction site. With the Hector electronic construction diary, the process is significantly more convenient since authorized personnel can access the diary from anywhere and at any time.
These are records of work progress and other events that take place. Work carried out on the construction site should always be recorded on the same day, and no later than the following day. In the case of construction projects that are technically simple, records may be made with the consent of the building authority for a maximum period of one work week.
It is necessary for all entries to be submitted by an authorized person in the event that someone who was not originally known to be an authorized person makes an entry. This registration can be inserted, for example, in the form of an attachment or an authorized registration by a person with an authorized electronic signature.
