The Hector electronic construction diary makes life easier for individuals, construction managers, construction companies and development corporations.
The diary is extremely user-friendly and allows the user to properly write a construction log. In addition, our web application meets the legislative requirements in the Czech Republic and provides all users with secure and convenient data management, while also maintaining all necessary aspects of a construction log.
The reality is that the community of construction professionals has divided opinions in regard to the usage of electronic construction diaries. The construction community relies on various legal interpretations from individual law firms and their counsel. We tested our electronic construction diary during full operation on projects including the remodel of the entrance hall at Vaclav Havel Airport, and the remodel of the OC Chodov, OC Letnany and OC Smichov shopping centers. We successfully approved all construction sites.
But back to the legislation. The truth is that keeping a construction diary is allowed under current legislation while meeting rules that are not precisely defined.
The requirement to keep a construction diary is specified in Act No.183/2006 Coll., The Building Act and in Decree 499/2006 Coll. About Construction Documentation.
Annex No. 5 to Decree No.499/2006 then states in paragraph C - the construction diary can be kept in electronic form provided that all parties are owners of the electronic signature, in point 3.
The above can be completely fulfilled through the digital diary we developed, provided that all participants in the construction process are authorized.
It is necessary for all entries to be submitted by an authorized person in the event that someone who was not originally known to be an authorized person makes an entry. This registration can be inserted, for example, in the form of an attachment or an authorized registration by a person with an authorized electronic signature.
